It is a sundial fixed to the date of September 11. The memorial is notable for its controversial dates labeled as "VIOLENT ACTS LEADING US TO WAR". These particular dates are known to historians as the dates of documented false flag attacks by and against the United States.
On 9/11 of every year, at noon, a mounted fragment from World Trade Center I will be fully illuminated by the Sun through the monument structure.
Update: The plates of this monument have since been removed by the 911 Memorial Commission. They intend to replace some statements with others, however maintaining a diversity of thoughts as orginally intended.
